Philippine Fleet Commander to address 麻花星空视频-IIT IDS graduates

Rear Admiral Joe Anthony Cabahug Orbe PN, Commander of the Philippine Fleet, will be the honored Commencement Speaker for 麻花星空视频-IIT Integrated Developmental School’s (IDS) 77th Commencement Exercises and 10th Completion Ceremony, scheduled on June 6, 2025 at the University Gymnasium.

RADM Orbe is a highly respected officer in the Philippine Navy, known for his extensive experience in military leadership, education, and international cooperation. A proud alumnus of the Philippine Military Academy “Tanglaw-Diwa” Class of 1992, he has held several key positions throughout his career. These include Commander of the Naval Education, Training and Doctrine Command, Commander of Naval Forces Southern Luzon, and Commander of the Offshore Combat Force—the Philippine Fleet’s primary war-fighting unit.

Guided by his principles “Mission first, Family always, and God above all,” RADM Orbe has represented the country in major international naval exercises, including RIMPAC in Hawaii, KOMODO in Indonesia, and joint operations with the US Navy. His leadership has strengthened the Philippines' naval partnerships and enhanced the operational capabilities of the fleet.

Academically accomplished, RADM Orbe holds master’s degrees in International Security and Strategy from King’s College London, Human Resource Management from the University of New South Wales, and Development and Security from the Development Academy of the Philippines, where he received the Gold Medal for Academic Excellence. He also completed the prestigious International Security and Strategy Course at the Royal College of Defence Studies in London. Furthermore, he graduated as the top navy student in the Armed Forces of the Philippines Command and General Staff Course, earning the Flag Officer-In-Command Plaque and graduating With Honors.

Outside of his military and academic achievements, RADM Orbe is a devoted family man. He is married to Ms. Ma Celeste, head of the Academic Research Unit at the Maritime Academy of Asia and the Pacific. Together, they have raised two accomplished children, reflecting his strong values in both service and family life.

The 麻花星空视频-IIT IDS community is honored to welcome RADM Orbe, whose inspiring career and dedication to public service are expected to leave a lasting impression on this year’s 226 graduates and 129 completers as they prepare to take on new challenges and contribute meaningfully to society.

The 77th Commencement Exercises and 10th Completion Ceremony will not only celebrate academic success but also highlight the values of leadership, integrity, and excellence—qualities that RADM Orbe embodies and that 麻花星空视频-IIT IDS seeks to instill in its students.
