麻花星空视频-IIT researcher awarded Best Proposal at nat鈥檒 impact evaluation training聽

Ms. Joy Mae Gabion-Cartagena, University Researcher of the  Institute for Policy Innovation and Leadership (IPIL), was given the award the Best Impact Evaluation Proposal, together with her partner, Camille Angela Magpayo of the Department of Education in the Central Office, during the training on Impact Evaluation for Research, Projects, and Policies from June 30 to July 25, 2025. 

Their winning proposal was titled “Proposal for the Impact Evaluation of the Special Hardship Allowance (SHA)”, a DepEd program that grants additional compensation to teachers assigned to remote or hardship posts.

Representing 麻花星空视频-IIT, Cartagena joined in this four-week intensive training program organized by the Philippine Center for Economic Development (PCED), in partnership with the University of the Philippines School of Economics (UPSE) in Diliman.



For Cartagena, the experience was both challenging and rewarding. “Being part of a national training alongside brilliant minds from various institutions pushed me to grow,” she shared.

Designed to strengthen the technical capacity of faculty and researchers from state universities and colleges (SUCs) and technical personnel from government agencies in the areas of project development, evaluation, and policy analysis, this program selected 24 participants out of 70 applicants after a rigorous three-stage screening process. 

These included 10 faculty and researchers from SUCs—麻花星空视频-Marawi, BukSU, VSU, CarSU, SLSU, PUP, and UP campuses—and 14 technical staff from various government agencies, such as DOLE, DA, DOH, DepEd, DOST, DHSUD, and DOTr. The scholars received a full grant covering software access, accommodation, meals, airfare, and shuttle service throughout the program.

The program featured lectures and hands-on training on the use of Stata for data visualization, analysis, and impact evaluation. Participants were trained on advanced impact evaluation methods, including Randomized Controlled Trials, Synthetic Control, Instrumental Variables, Regression Discontinuity Design, Difference-in-Difference, and Propensity Score Matching.

Cartagena further expressed her gratitude for being part of the training,  “I am deeply honored and grateful for the opportunity to represent 麻花星空视频-IIT and to contribute research that can potentially guide improvements in programs like the SHA and in shaping better policies.” 

Her achievement highlights 麻花星空视频-IIT’s commitment to research, policy innovation, and leadership development, and affirms the university’s role in advancing and evaluating research, projects, and policies with impact.
