The Mindanao State University–Iligan Institute of Technology (麻花星空视频-IIT), through the Office of the Vice Chancellor for Public Affairs and the Gender and Development Center (GADC), successfully conducted the first session of its Gender Related Initiative Talks (GRITalks) on October 17, 2025.
The session featured Mr. Luis-Enrique Becerra-Garcia, Research Associate and Impact Strategist at Indiana University’s School of Public Health-Bloomington, who delivered an insightful presentation titled “Gender, Power, and Selection: How Hiring Panel Composition Influences Women’s Success in a Meritocratic System.”
Mr. Becerra-Garcia’s talk unpacked decades of hiring data within Mexico’s merit-based civil service system, revealing how gender dynamics within hiring panels shape women’s chances of selection. His findings showed that each additional woman on a hiring committee increases the probability of a female candidate being selected by approximately 2.4 percentage points, with the greatest effects observed at mid-level positions.
He also emphasized that interview performance, despite being the most subjective stage of the hiring process, exerts the strongest influence on hiring outcomes—often overshadowing technical and merit-based assessments. This, according to Mr. Becerra-Garcia, suggests that biases in the interpretation of “merit” persist even in supposedly neutral systems. “Evaluator diversity ensures that merit is not defined through a single lens,” he stressed, highlighting the importance of inclusive panels and equitable evaluation frameworks in fostering true meritocracy.
This GRITalk session directly aligns with several United Nations Sustainable Development Goals (SDGs), particularly: SDG 5: Gender Equality–advancing women’s participation and representation in decision-making; SDG 8: Decent Work and Economic Growth–promoting fair and inclusive employment systems; SDG 10: Reduced Inequalities–challenging structural barriers in public service; and SDG 16: Peace, Justice, and Strong Institutions–strengthening transparency and fairness in governance.
The activity was organized by Mr. Jaypee S. Yongco, University Researcher II and GAD-TWG member, under the authority granted by Special Order No. 01621-IIT, Series of 2025, issued by the Office of the Chancellor upon the recommendation of the OVCPA. The event was supported by GADC and involved the collaborative efforts of the GRITalks project team members: Nenen S. Borinaga, Phyllis Marie Teanco, Dante D. Dinawanao, Maria Camilla Llamas, and David Lanaria.
